Public systems that apply policy fairly, at scale
Neodeus designs and builds e-governance platforms for state departments, directorates, universities and district administrations. We convert policy intent into transparent, rule-based systems with one source of truth, and we stay through rollout until people use them.
What we build
Management information systems
One source of truth for people, institutions and assets across a department or state, replacing scattered registers and spreadsheets.
Rule engines for policy
Eligibility for benefit schemes, merit-and-choice processes such as transfers, and standard examination rules, applied uniformly with an audit trail.
Citizen, student and employee services
Online applications, approvals and certificates, with status visible to the applicant.
Fee and revenue collection
Online collection of fees and dues, with receipts, reconciliation and revenue analytics.
Monitoring and enforcement
GPS, camera-based AI and sensor systems that monitor movement of goods, vehicles and resources.
Dashboards for leadership
KPI dashboards and early-warning analytics so officials see problems while they can still act.
How we work with government
- 1
Alignment
Workshops with secretaries, directors, heads of department and field officers to agree the problem and the outcome.
- 2
Process and rules
Map current processes with field officials, remove redundant steps, and write government resolutions and guidelines as testable rules.
- 3
Design and procurement support
Architecture, data models, and RFP technical specifications and evaluation criteria that vendors cannot game.
- 4
Build or oversee
We build the platform, or act as design authority over the selected vendor.
- 5
Rollout and monitoring
Phased rollout, adoption dashboards, grievance and exception monitoring, and post-go-live audits.
Questions
Can you work as an advisor while another vendor builds?
Yes. We often act as design authority: we define the architecture and rules, and review the vendor’s models, interfaces and screens at each stage.
Do your systems handle personal data safely?
Yes. Personal data is encrypted and access is role-based, in line with the safeguards of the DPDP Act, 2023.
